Carl provides total management of project. He serves as the primary point of contact, interact with client on contract and technical matters, compliance overview of work scope, schedule, budgets, construction safety plan, construction quality control, coordinate construction meetings, and subcontractor management.

Tulsa Airport Authority Tulsa, Oklahoma
Director of Airport Engineering: Managed and directed the work of engineering staff to develop, coordinate and review the planning, design, and construction of airport engineering projects, directed the implementation of airport land acquisition and surveys, directed the coordination of airport plans and construction activities with those of the federal government, other public jurisdictions, private and industrial establishments and conferred with engineers and other representatives of these agencies. Directed and reviewed design work of twelve consulting architects and engineers retained by the Airport Authority. Administered capital improvement contracts of Tulsa Airports Improvement Trust as well as provided construction management for over $35 million of improvements. Advised bond council on engineering matters in the preparation of bond indentures for the sale of revenue bonds.

Staff Engineer, City Engineer’s Office: Responsible for the design of streets, highways, drainage systems and other public improvements. Reviewed all subdivision plans from consultants to ensure adherence to City of Tulsa Design Criteria and Specifications and monitor the progress of construction. Involved in implementing drainage criteria in flood-prone areas, and applying new drainage ordinances to all new development. Coordinate all utility relocations with proposed City and State projects. Also served on the Technical Advisory Committee to the Tulsa Metropolitan Area Planning Commission.

Assistant Engineer: Inspection of construction on state transportation projects and maintenance of State Highway System. Was responsible for inspection of construction on federal aid projects and assisting with traffic engineering.
