Horizon Engineering Services Company offices are located in Tulsa, Oklahoma. The company was established in 1998 by Margaret (Margo) Gray-Proctor and Carl Cannizzaro to provide quality engineering services tailor-made for Indian Tribes. Our professionals have successfully designed many projects across Indian Country and in the process, gained respect and confidence from our clients.

President of Horizon Engineering Services Company since 1998, Margo Gray-Proctor’s responsibilities are to provide coordination and project management between the Tribe and the Design Team during the scheduling, master planning, bidding, negotiations, and construction phases of projects.

Margo was featured on the cover of the January 2008 issue of Indian Country Today magazine. In 2006 Margo received the “Local Hero” award from the Tulsa Chamber of Commerce for chairing the local planning committee for the National Congress of American Indians’ annual conference. She was also featured in Helene Learner’s book entitled, “Smart Women Take Risks.” She has received many awards and accolades for tirelessly working towards the greater good of the Native American people. An expert in Tribal legislation, Margo is a member of the Southern Plains Indian Housing Association and the American Indian Chamber of Commerce in Tulsa.

Her experience as a Legislative Aid for the Osage National Council, where she did research and development for Tribal legislation, and her relationships with Tribal Councils and government agencies provided her with the necessary qualities to work with Tribes in the process of developing projects such as Housing, Roads, P.L.638 and C.D.B.G. programs for the improvement of Native Americans.

Member of the Osage Nation, she received her education at Northeastern State University in Tahlequah, Oklahoma and at the Tuck School of Business at Dartmouth College in Hanover, New Hampshire. Margo is active in her tribal traditions and is on the Osage Pawhuska "In Ion Ska" committee.
